PL 12-58   Appropriates funds for the design and construction of a visitor center, memorial garden, and exhibit design and construction for visitor center at American Memorial Park; effective 07-03-01.

PL 12-57   Amends Public Law 10-5, relating to the CNMI Museum of History and Culture; effective 06-25-01.

PL 12-56   "To improve reporting and other requirements relating to Child Abuse or Neglect"; effective 06-25-01.

PL 12-55   Amends 1 CMC section 6321, 6331 (b) and 6342 to provide for the timely filing of nominating petitions for candidates for elective offices in the Northern Mariana Islands, to add a new article 5 to Chapter 3; effective 06-20-01.

PL 12-54   Repeals sections 214 and 509 of Executive Order 94-3 in order to establish a non-partisan and independent civil service system; effective 06-15-01.

PL 12-53   "Rota Agricultural Homestead Amendment Act of 2001" Amends 2 CMC, Div. 4, ? 4382 to give the Board of Public Lands authority to include public lands being farmed or used for raising livestock as agricultural homestead areas; effective 05-29-01.

PL 12-52   Amends 4 CMC §1503(a)(2) to exempt poker machines, slot machines and similar amusement machines in a casino licensed by the Tinian Casino Gaming Control Commission from paying $6,000 fee; effective 05-07-01.

PL 12-51   Provides 90-day amnesty period for the filing and payment of delinquent tax returns without penalty and interest, with certain exceptions, and provides waivers of penalty for failure to obtain business licenses; effective 05-07-01.

PL 12-50   Amends certain provisions of the Investment Incentive Act of 2000 (PL 12-32); effective 05-01-01.

PL 12-49   Amends PL 10-38, Section 3(d)(13) to reappropriate $500,000 for basketball courts, roads & drainage in Chalan Kanoa & Susupe, and for William S. Reyes Elem. sch. parking lot and stage; effective 04-26-01

PL 12-48   "Commonwealth Environmental Health and Sanitation Act of 2000" Repeals and re-enacts 3 CMC Div.2, Chapter 1, Article 2; effective 04-26-01

PL 12-47   "Postsecondary Education Amendment Act of 2000" Amends 3 CMC § 1316(p) and empowers the Commonwealth Board of Regents for the Northern Marianas College to establish reasonable tuition fees for both resident and nonresident college students; effective 04-26-01.

PL 12-46   Designates Bird Island and Forbidden Island as sanctuaries for the conservation of wildlife; effective 04-20-01.

PL 12-45   Requires any tobacco manufacturer selling cigarettes to consumers within the Commonwealth to participate in the Tobacco Master Settlement Agreement or to place specific amount into a qualified escrow fund; effective 04-20-01.

PL 12-44   To place funds in CNMI Tobacco Settlement Trust Fund, and prohibit commingling with other funds; effective 4-20-01.

PL 12-43   "Youth Congress Non-Voting Honorary Members Act of 2000" Provides for the appointment of individual members of Youth Congress as non-voting honorary members of each Commonwealth board and commission, unless membership to such boards and commission is otherwise provided for in the Commonwealth Constitution; effective 04-20-01.

PL 12-42   Appropriates $10,511.00 from § 3 of PL 12-6 for repair, maintenance and upgrade of ambulance and rescue vehicles as set forth in PL 12-6 §3(b); effective 04-20-01.

PL 12-41   Amends 6 CMC §§ 4201, 4202, 4203, 4206, 4251, and 4252 relating to the Board of Parole; effective 04-04-01.

PL 12-40   Appropriates $2,420,000.00 for the Northern Marianas Housing Corporation (NMHC); effective 03-06-01.

PL 12-39   "Commonwealth Telecommunications Act" Creates the Commonwealth Telecommunications Commission by amending 4 CMC, Div. 8, to add a new Chapter 3, Section 8301, et. seq., the "Commonwealth Telecommunications Act"; effective 02-23-01.

PL 12-38   Amends 1 CMC § 8131(a)(2) regarding certification by the Personnel Officer that the service to be performed is special or unique and essential to the public interest; effective 02-07-01.[but see also Section 2 of the Act on Applicability]

PL 12-37   Amends 6 CMC § 2301(a)(2) which requires a signed customs declaration form when bringing more than $10,000 into the Commonwealth; effective 01-11-01.

PL 12-36   "Regulated Loan Act of 2000" Provides for the licensing and regulation of finance companies, other than banks, making consumer loans; effective 12-28-00.

PL 12-35   Re-appropriates fund balances from PL 9-24; effective 12-12-00.

PL 12-34   Extends the privilege of having non-resident workers with special skills and qualifications fill hard-to-fill vacant positions within the CNMI government by repealing and reenacting 3 CMC, § 4434 (i); effective 12-05-00.

PL 12-33   "Board of Public Lands Act of 2000" Further amends PL 10-57 to place the Board of Public Lands and the Division of Public Lands as a single independent agency within the Executive Branch; effective 12-05-00.

PL 12-32   "Investment Incentive Act of 2000" Adds new chapter 3 to title 4, division 2 to promote economic development in the Commonwealth by offering tax abatement and/or rebate incentives in exchange for the development of desirable facilities or activities; effective 12-01-00.

PL 12-31   Amends 4 CMC § 1708(b)(1)(iii) to clarify the determination of the rebate offset base and rebate offset amount on tax paid from the sale of private land to the Commonwealth government; effective 12-01-00.

PL 12-30   Amends certain provisions of PL 12-19, the "Domestic and Family Violence Prevention Act"; effective 11-16-00.

PL 12-29   Amends 2 CMC § 5326 to modify quarantine requirements; effective 10-31-00.

PL 12-28   Establishes a Health Care System Review Commission; effective 10-31-00.

PL 12-27   "Refinance Act for the MPLT/NMHC Loan Arrangement" Authorizes the Northern Marianas Housing Corporation's (NMHC) payment to Marianas Public Land Trust (MPLT) for funds loaned pursuant to PL 10-29, as amended, to be made from appropriations from the revenues that MPLT turns into the general fund each year, and to grant NMHC a 10 year moratorium on repaying the sum of $10,000,000.00 to the CNMI; effective 10-19-00.

PL 12-26   "Uniform Comparative Fault Act" Adopts the Uniform Comparative Fault Act; effective 10-19-00.

PL 12-25   Amends 3 CMC § 4322(d) to permanently ban a deported alien from reentry into the Commonwealth; effective 10-19-00.

PL 12-24   Re-appropriates fund balances from PL 11-67; effective 10-12-00.

PL 12-23   "Tinian Supplemental Capital Improvement Projects Appropriations Act of 2000" Appropriates funds to supplement the funds available for the West Tinian Airport Airside Capital Improvement Project; effective 10-12-00.

PL 12-22   Amends subsection 2 of section 2 of PL 11-43; effective 10-12-00.

PL 12-21   "Commonwealth Medical and Health Insurance Task Force" Establishes a Task Force on medical and health insurance; effective 09-26-00.

PL 12-20   "Northern Mariana Islands Free Trade Zone Act of 2000" Stimulates the economy of the Northern Mariana Islands through the creation of free trade zones, the creation of tax incentives, and the establishment of a public corporation to administer free trade zones; effective 09-22-00.

PL 12-19   "Domestic and Family Violence Prevention Act of 2000" Prohibits acts of domestic and family violence and establishes remedies, penalties, and courses of treatment available to perpetrators and victims of domestic and family violence; effective 08-25-00.

PL 12-18   "Northern Mariana Islands Election Reform Act of 2000" Repeals and reenacts the election laws of the Commonwealth (1 CMC, Div. 6, Part 1); effective 09-14-00.

PL 12-17    "The Minor Children Firearms Control Act of 2000" Provides penalties for allowing minors access to firearms; effective 09-01-00.

PL 12-16   Amends 4 CMC § 1708 to ensure equitable treatment between landowners who receive public land from the government in exchange for their private land and those who receive cash compensation from the government in exchange for their private land; effective 08-25-00.

PL 12-15   "The Lease-to-Own Housing Program Act" Establishes a Lease-To-Own Housing Program for qualified applicants and first-time home buyers; effective 08-25-00.

PL 12-14   "The Fair Fishing Act of 2000" Prohibits non-traditional fishing methods in the Commonwealth; effective 08-25-00.

PL 12-13   Re-appropriates Local and 702 fund balances from PL 11-119; effective 08-08-00.

PL 12-12   "Managaha Marine Conservation Act of 2000" Designates Managaha Island and its surrounding waters as a Marine Conservation Area; to provide for management policies, administration and enforcement of marine conservation areas; to amend 1 CMC § 2268(c) and PL 10-57 as further amended (1 CMC § 2653 by adding a new subsection (p); effective 08-08-00.

PL 12-11    "Omnibus Labor and Business Reform Act of 2000" Reforms the labor and business laws of the Commonwealth; effective August 3, 2000; but see also specific date of compliance provision for certain requirements in Section 3c; effective 08-03-00.

PL 12-10    Vacates § 305 (b) of Exec. Order 94-3 to return the responsibility of administering Developmental Disabilities programs to the Office of the Governor; effective 08-03-00.

PL 12-9    Amends 6 CMC, Sections 1322 to 1324, to punish merchants displaying merchandise considered pornographic to children and to provide clear, strong, consistent enforceable standards addressing rights of children; effective 07-19-00.

PL 12-8   "Commonwealth Bird Protection Act of 2000" Protects, conserves and prohibits the hunting of the Commonwealth Bird (Tottot) defined in 1 CMC § 233; effective 06-26-00.

PL 12-7   Repeals and reenacts Section 6(c)(4) of PL 11- 79; effective 06-05-00.

PL 12-6   "CNMI Ambulance Fee Act of 2000" Establishes an account for the deposit of ambulance fees; effective 06-05-00.

PL 12-5   Amends the Public School System Capital Improvement Projects Appropriation Act of 1999 (PL 11-89); effective 06-05-00.

PL 12-4    Amends Section 5(A)(4) of PL 11-119 to reflect new CIP priorities in the First Senatorial District; effective 04-06-00.

PL 12-3   Amends 1 CMC § 8247(a); effective 04-06-00.

PL 12-2    Amends PL 11-84 regarding "public purpose"; effective 03-31-00.

PL 12-1    "Energy Sufficiency Assurance Act of 2000"To state a public policy that construction of an 80 megawatt power plant facility by phases, beginning with immediate installation of 60 megawatts of generating capacity, is in the best interest of the Commonwealth; to find and declare that phased construction of 80 megawatts of generating capacity is consistent with the Request for Proposals (RFP) under which proposers recently competed for a contract for a new power plant on Saipan; to provide a time period during which proposers may stand by their existing proposals for purposes of project award; to expressly authorize project award and negotiation of a contract based on existing proposals; effective 03-31-00.

Senatorial district delegations of the Commonwealth Legislature enact local laws pursuant to the Local Law Act of 1983 (1 CMC § 1401 et seq.), which permits legislation pertaining exclusively to individual senatorial districts. There are currently three senatorial districts: Rota (District One), Tinian and Aguiguan (District Two), and Saipan and the Northern Islands (District Three).
