PL 7-54   To amend 4 CMC § 8131 to add the director of the Department of Finance and the special assistant to the governor for planning and budgeting as two additional members of the board of directors of the CUC; effective 02-20-92.

PL 7-53   To amend 1 CMC, Division 2, Chapter 11, § 2553, to add a new Subsection (k) to provide for the prompt payment and disbursement to vendors, creditors, and to pay other outstanding obligations of the Commonwealth; effective 01-03-91.

PL 7-52   To establish a one-time Amnesty for those persons who will voluntarily relinquish possession over prohibited firearms and ammunitions; effective 12-30-91.

PL 7-51   To amend the Coastal Resources Management Act [ 2 CMC § 1511, subsections (a) (11) and (17) ], in order to assert Commonwealth laws and standards as prevailing over federal laws and standards; effective 12-30-91.

PL 7-50   To establish a Commonwealth special election to submit to the voters several legislative initiatives to amend the Commonwealth Constitution; effective 12-30-91.

PL 7-49   To amend PL 7-14 to allow for the importation of right hand drive heavy quipment and construction vehicles into the commonwealth; effective 12-30-91.

PL 7-48   To amend 3 CMC, § 2212 through 2213 and § 2225, 2226, 2229, and 2230, the Medical Practice Act of 1991; effective 12-18-91.

PL 7-47   To amend 4 CMC § 1503 (d) and to add a new "Chapter 6" to a 3 CMC Division 5 to provide for safe underwater diving; effective 12-17-91.

PL 7-46   To amend PL 7-42, known as the "Anti-Drug Abuse Act of 1991; effective 12-17-91.

PL 7-45   To extend the exemption created by PL 6-36, and PL 7-4 for the hiring of non-resident workers by the PSS; effective 12-16-91.

PL 7-44   To give the Governor of the CNMI the authority to act an all procedures necessary for the Commonwealth to partake in full membership of the Pacific Islands Development Bank; effective 12-06-91.

PL 7-43   To prohibit public employees from striking against their government employers; to establish a labor dispute grievance procedure for public employees within the Department of Commerce and Labor; effective 11-01-91.

PL 7-42   To amend 6 CMC § 2141, 2142, 2208, 2301, 2303; to add to 6 CMC a new § 2306; to amend 1 CMC § 8249; to require the department of Public Health and environmental services to plan a drug rehabilitation and treatment program; effective 10-31-91.

PL 7-41   To amend 2 CMC § 7221 (e), (f) and (h) which provides for the qualifications and terms of zoning board members; effective 10-31-91.

PL 7-40   To amend 1CMC § 8392 by adding a subsection to allow an additional exemption from the prohibition of governmental employment for governmental retirees who are specifically exempted by the governor; effective 10-16-91.

PL 7-39   To amend the NMI Retirement Fund Act of 1988 ( PL 6-17 ), as amended, to provide for an annual cost of living allowance to annuitants of the retirement fund; to provide for the hiring of retirees under the Older Americans Act; effective 10-11-91.

PL 7-38   To amend PL 6-38 as codified to include another rifle and the ammunitions in the category of 22 caliber rifles as legal firearms; effective 10-11-91.

PL 7-37   To provide for the reapportionment of the seats in the house of representatives pursuant to the requirements of Article II, § 4 (a) of the CNMI Constitution; effective 09-17-91.

PL 7-36   To amend PL 7-21 (second partial appropriations and budget authority act of 1991; to make supplemental appropriations for the commonwealth of the NMI; effective 08-15-91.

PL 7-35   To make provision to collect, tabulate, analyze, and publicize official statistics relating to demographic, economic and social data to establish within the department of commerce and labor a regulatory unit known as the central statistic division (hereinafter referred to as the "CSD"), and for other purposes consistent with and as allowed by the covenant and the constitution of NMI; effective 08-09-91.

PL 7-34   To amend the first paragraph of 3 CMC § 4434 (e); to repeal and reenact the second paragraph of a 3 CMC § 4434 (e); to add a new subsection (b) to 3 CMC, § 4436; to repeal and reenact3 CMC § 4437 (a) ; effective 08-09-91.

PL 7-33   To regulate the taxicab industry in the Commonwealth; effective 07-31-91.

PL 7-32   To add a new § to title 3, CMC, Division 1, Chapter 3, Article IV of the Postsecondary Education Act of 1984 to provide scholarships for two graduating high school students with the highest scholastic standing in their class to attend any accredited college or university in the Commonwealth or the US or its territories; effective 06-20-91.

PL 7-31   To increase the salary of the Governor, Lieutenant Governor, Representative to the US, Mayors, Legislators, and Judges; to enact a new base salary schedule for classified government employees and to set new salary levels for certain unclassified and appointed positions with the CNMI Government; effective 06-19-91.

PL 7-30   To amend 4 CMC 2114 (PL 4-53) by allowing Public Works projects to be planned and the construction supervised by non-registered, practicing professional engineers, architects, land surveyors, or landscape architects who are officers or employees of the commonwealth government; to amend 4 CMC 3216(a) (11); effective 04-12-91.

PL 7-29   To revise certain provisions of PL 6-20 by amending 9 CMC § 1102(r) and 1103, and repealing and reenacting 9 CMC § 4108 and § 5809; effective 04-12-91.

PL 7-28   To authorize advance payment to the CUC of the CNMI utility charges; effective 04-12-91.

PL 7-27   To amend PL 6-10, § 1565; effective 04-12-91.

PL 7-26   To amend 3 CMC Division 2, Article 2, ? 2323; effective 04-05-91.

PL 7-25   To establish a judicial building fund; to amend Title 1 CMC, Division 3, by adding new § 3405-3409 to chapter 4 providing for and regulating a judicial building fund; effective 03-15-91.

PL 7-24   To amend 2 CMC § 4333(a) (4), as amended by § 2 (b) of PL 6-6; effective 03-15-91.

PL 7-23   To amend 1 CMC, Article 5, § 453(g) to provide for a Commonwealth State Funeral to police and fire officers killed in the line of duty; police and fire officers killed during off duty; and retire police and fire officers; 02-22-91.

PL 7-22   To establish a Commonwealth Marital Property Act; effective 02-22-91.

PL 7-21   To make approp. for the operations and activities of the Government of the Commonwealth of the Northern Mariana Islands, it's agencies, instrumentalities and independent program and to provide budget authority for Government Corp. for FY1991; effective 02-01-91.

PL 7-20   To improve the submerged land lease agreement between the APEX International Corp., Saipan, and the Commonwealth Government of the Northern Mariana Islands via the Dept. of Natural Resources pursuant to Public Law 6-13 as amended; effective 02-01-91.

PL 7-19   To require a business to maintain its books and accounts, tax and other financial and business records in the English language, to add a new subsection (e) to 4 CMC, § 1805, and to add new paragraph to 1 CMC Div. 2 § 2454; effective 01-29-91.

PL 7-18   To create a Commonwealth Library Council to facilitate information resource sharing among the Commonwealth's present and future libraries; to maintain a central union catalogue; to serve as a primary interlibrary loan, information, and reference center for Commonwealth libraries; and, when resources are available, to establish public library services for the people of the Commonwealth; to repeal 1 CMC, Div. 2, Article 5; effective 01-29-01.

PL 7-17   To amend 1 CMC, § 8131 to exempt the Personnel and staff of the Mayors Office of Rota, Tinian, Saipan and the Northern Islands; effective 01-12-91

PL 7-16   To expand the right of the Commonwealth government to an appeal in criminal cases; effective 01-12-91.

PL 7-15   To amend 6 CMC § 4102, to provide for a mandatory jail sentence for those convicted sexually abusing a child; effective 01-12-91.

PL 7-14   To amend 9 CMC Div. 2 Chapt. 1 § 2101 to provide that previously registered right hand drive vehicles may continue to be registered in the Commonwealth; effective 01-04-91.

PL 7-13   To make partial approp. for the operation and activities of the Commonwealth Government and to provide budget authority for Fiscal Year 1991; effective 12-28-90.

PL 7-12   To re-establish a Task Force on Income and Sales Taxation and Business Tax Incentives; effective 12-06-90.

PL 7-11   To establish an Agricultural Homestead Program for the Island of Rota; effective 10-24-90.

PL 7-10   To repeal & reenact Public Law 7-8, Section 5(d); effective 10-16-90.

PL 7-9   To make supplemental approp. for the operations & activities of the Government of the CNMI; effective 09-13-90.

PL 7-8   To establish the Advisory Commission on the compensation of the Governor, Lieutenant Governor, Representative to the United States, Mayors, Legislators and Judges; effective 07-27-90.

PL 7-7   To amend 1 CMC § 4296 (office of the representative: Annual Report); to require that the Resident Representative to the US for the CNMI appear personally in the Commonwealth and orally deliver a "State of the Washington Office Report" to a joint session of the Commonwealth Legislature; effective 07-27-90.

PL 7-6   To amend 6 CMC, Division 4, Chapter 1 (disposition of criminal offenders-sentencing) by adding new provisions requiring notification of victims of "Crimes Against the Person" when offenders are released from incarceration or given probation or sentences; effective 06-13-90.

PL 7-5   To amend PL 7-1 ("Commonwealth Appropriations and Budget Authority Act of 1990"); to make supplemental appropriations for the operations and activities of the Government of the Commonwealth of the NMI; effective 05-30-90.

PL 7-4   To extend the exemptions created by PL 6-5 and PL 6-36 for the hiring of nonresident workers by the DPH and Environmental Services and by the Office of the Public Auditor to include said exemptions to September 30, 1995; effective

PL 7-3   To amend 2 CMC § 1531(a) (Coastal Resources Management: Regulatory Powers: Management Agencies) by adding the CUC as a coastal resources management agency; to repeal 2 CMC § 1531(c); effective 05-02-90.

PL 7-2   To amend 4 CMC § 8133(a) to create a preference in hiring an executive director for the CUC for individuals who meet certain minimum qualifications; effective 04-21-90.

Senatorial district delegations of the Commonwealth Legislature enact local laws pursuant to the Local Law Act of 1983 (1 CMC § 1401 et seq.), which permits legislation pertaining exclusively to individual senatorial districts. There are currently three senatorial districts: Rota (District One), Tinian and Aguiguan (District Two), and Saipan and the Northern Islands (District Three).
