PL 1-44   Establishing the Office of Civil Defense Coordinator of the CNMI and to authorize the Civil Defense Coordinator to prepare, adopt, execute, and enforce plans and procedures providing for a system of civil defense to protect life and property; effective 02-04-80.
PL 1-43   To establish a Retirement Fund for the Government of CNMI; effective 01-18-80.
PL 1-42   To provide for a new village homesteading program; effective 12-19-79.
PL 1-41   To name the District Court building located within the Civic Center complex "The Ignacio V. Benavente Building" in honor of the late Judge Ignacio V. Benavente; effective 11-29-79.

PL 1-31   To provide a new base salary schedule pursuant to subsection (10) of § 10 of Title 61 of the TT Code, as applied to the Government of the CNMI; effective 04-21-79.
PL 1-30   To establish a system of taxation for the Government of the CNMI; effective 04-06-79.
PL 1-29   To amend § 3 (e) of PL 1-9 to provide office facilities for the Civil Service Commission; effective 04-05-79.
PL 1-28   To authorize the Governor to seek implementation of a Food Stamp Program in the CNMI; effective 03-28-79.
PL 1-27   To amend NMI Social Security Act to: increase the contribution and benefits base amount, the earnings test exempt amount, and retirement, disability, and survivors benefit amounts; to modify the provisions regarding disability benefits, survivors benefits for children, and the life of applications to make them more like those in the US Social Security Act, and to clarify the starting date for purposes of determining fully insured status; effective 03-16-79.
PL 1-26   Creating the Nonpublic Elementary and Secondary Education Fund dedicated to the particular use of purchasing secular educational services and materials for the nonpublic schools of the Northern Marianas Commonwealth; making an appropriation therefor; effective 03-14-79.
PL 1-25   to declare and to name the "Flores Mayo" as the official flower of the NMI; effective 03-13-79.
PL 1-24   To declare and to name the "Trongkon Atbot" as the official tree of the NMI; effective 03-13-79.
PL 1-23   To provide for the exploration, development and extraction of petroleum deposits or other mineral deposits which may be located in submerged lands surrounding the NMI and to establish procedures for same; effective 02-20-79.
PL 1-22   To amend § 10.08.030 and to repeal and reenact § 10-08-040 of the NMI District Code to make persons receiving social security supplemental income payments eligible for financial assistance for utility services, to provide its administration; effective 02-16-79.
PL 1-21   To repeal NMI PL 5-55 relating to excise taxes in its entirely; to repeal ?'s 52, 53, 101 and 156 as amended of Title 77 of the TT Code relating to export taxes, import taxes, gasoline and diesel fuel tax and distribution of revenues; to levy an excise tax goods, merchandise and commondities; effective 01-12-79.
PL 1-20   To establish a Minimum Wage and Hour Act for the NMI; effective 01-12-79.
PL 1-19   To amend § 6 of PL 1-4 to authorize the payment of salaries for employees of the Mayors of Saipan, Rota, Tinian and Aguiguan, and the islands north of Saipan; effective 12-22-78.
PL 1-18   To prohibit the taking, hunting, killing or otherwise destroy the natural habitat of goats, fruitbats, birds, coconut crabs and all other edible organisms on the island of Aguiguan; effective 12-22-78.
PL 1-17   To prohibit indecent liberties with a child; effective 12-06-78.
PL 1-16   To make technical amendment to PL 5-67 relating to Deed of Trust instruments; effective 11-29-78.
PL 1-15   To appropriate the sum of $109,148.00 out of the NMI Social Security Retirement Fund to defray the operation and contingent expenses of the NMI Social Security Administration for FY 1979; effective 11-24-78.
PL 1-14   To legalize and license casino gambling and slot machines in certain designated areas, establishing the Casino Gambling Commission, and generally providing for the control of gambling and gaming within the Commonwealth; effective 10-25-78.
PL 1-13   To amend PL 6-65 as amended, relating to the expiration date of salary schedules; 09-01-78.
PL 1-12   Amending District Law No. 4-181 relative to the operation of an agricultural and marine products marketing program on Rota by deleting, wherever it appears in District Law No. 4-181, the phase "Resident Commissioner's Representative on Rota" and inserting in lieu thereof the Phase " Mayor of Rota"; effective 07-12-78.
PL 1-11   To designate certain days of each year as legal holidays; effective 08-18-78.
PL 1-10   To provide for the selection of an official seal of the Commonwealth and its custody and use; effective 08-18-78.
PL 1-9   To establish a Civil Service Commission; its duties; powers, and instrumentalities; effective 08-11-78.
PL 1-8   Establishing the Organization of the Executive Branch of the CNMI; requiring the appointment of officials of the Executive Branch with the advise and consent of the Senate of the Northern Marianas Commonwealth Legislature; effective 08-14-78.
PL 1-7   To make a technical amendment to 5-42 as amended, relating to Deed of Trust instruments; effective 08-04-78.
PL 1-6   To establish a procedure for the issuance of a Certificate of Identity to all persons in the NMI who will derive citizenship of the USA upon termination of the Trusteeship Agreement and who are entitled to all the privileges and immunities of citizens in the several states of the US; to establish a processing fee; to provide penalties for violation of certain provisions; effective 07-14-78.
PL 1-5   To establish the Northern Mariana Islands Commonwealth Trial Court; to provide for qualification for judges; effective 07-14-78.
PL 1-4   To implement the offices of the Mayors of the CNMI; to provide for the salaries, powers, duties and functions; and to authorize and appropriate funds therefore; effective 06-23-78.
PL 1-3   To repeal §'s 2.24.010 and 2.24.030 of chapter 2.24, as amended, of the Mariana Islands District Code and to establish a reasonable allowance for the legislators of the Northern Marianas Commonwealth Legislature; effective 05-04-78.
PL 1-2   To repeal PL 5-3 in its entirely and to appropriate the sum of $1,297,400 from the General Fund of the Commonwealth of the Northern Mariana Islands to defray the operating and contingent expenses of the Northern Marianas Commonwealth Legislature for the period beginning January 9, 1978, and ending September 30, 1978; effective 03-31-78.
PL 1-1   To establish the Office of the Representative to the US for the Commonwealth of the Northern Mariana Islands; to prescribe the duties and responsibilities of the Representative to the US; and to authorize and appropriate funds therefore; effective 02-10-78.

CNMI Statutes  :  Local Laws
Senatorial district delegations of the Commonwealth Legislature enact local laws pursuant to the Local Law Act of 1983 (1 CMC § 1401 et seq.), which permits legislation pertaining exclusively to individual senatorial districts. There are currently three senatorial districts: Rota (District One), Tinian and Aguiguan (District Two), and Saipan and the Northern Islands (District Three).
